Are the top plates (red metal with rubber overlay) on the ddrum 4 cymbal and hi-hat triggers identical and interchangeable? Can those plates be removed easily with the 2 bolts on the back edge?

Well, the top plate of the hihat has a larger hole than the cymbals, but other than that, yes they are identical. There is doublesided adhesive tape plus a sheet of rubber inbetween the plates. (And the piezo trigger of course) Can those plates be removed easily with the 2 bolts on the back edge? The bolts will just remove the black (or silver) cast part from the two plates. You will have to pry the plates apart using a wide screwdriver or the like. It's easy to make the plates uneven during the process.
