I just got a ddr3 and the listing was for a 2.08 which I believe is the last firmware update but when I turned it on it read 2.07.
Is there any reason to spend the $40 for the 2.08 eprom or is there no real difference between the 2.07 and the 2.08.

I've kept an eye out for any information about what features/fixes appeared for each dd3 release but have never seen any. It would be great if there were some old docs around but so far nada ;-{ The only way to know what lies between 2.07 and 2.08 may be by direct comparison but that would required two units side by side to compare. For what it is worth, I would favor the upgrade just to make sure every last possible update was in the unit, but there is also reason for caution as there could be a hardware difference like there is with the dd4 1.50 vs 1.54 which are not compatible due to a change in the onboard flash chips (Intel vs AMD). Although I have never seen this mentioned regarding the dd3.

This operation system update/upgrade requires two eprom chips as revealed in the article`s photos and the chip will be labeled to help you locate the correct chip socket. No sure what the "and more" is but for $40 it was worth it. I got a card that works so I'm stoked to put some new sounds on it. The card is 20mg. My question is which sounds should I be loading? I downloaded the everything ddrum folder with all the samples. I'm just looking for good snares and toms as I am using another ddrum4 module for the hi hats and cymbals. Are the "good" sounding samples in those folders? Thanks again!!!

Depends on your personal preference regarding the sounds. But you can easily listen to all of the sounds in each folder using ddrum4edit.
From within a directory containing (just) the sound files, the following single command will play the wav content for all of the ddrum3 files ;
On a Mac using terminal (or similar console app);
ls | while read fnam; do /path/to/ddrum4edit --dd3 -l "${fnam}"; done
For Windows, something like this in a cmd or powershell console;
for %i in (*) do \path\to\ddrum4edit --dd3 -l "%i"
